The SMART project addresses the problem of low innovation capacity in the field of smart specialization in the Western Balkans, specifically in Albania, Bosnia and Herzegovina and Montenegro. The project is designed to systematically support partner universities to transcend their role as knowledge providers and become active designers of the regional innovation ecosystem, where different stakeholders meet according to the Quintuple Helix Innovation Model: universities as knowledge providers, companies, government and public organizations, civil society and environmental organizations.
The project aims at targeting the existing gap between HE outcomes and labor market demands by:
- Addressing the challenges of HEIs in the field of smart specialization and the related innovation & entrepreneurship competence development with the introduction of new smart specialization-related learning modules and innovative teaching approaches into HEIs’ curricula, including online teaching, cross-curricular learning, and virtual mobility.
- Supporting the professional development of HEIs academic staff in the field of innovation & entrepreneurship competence development for the requirements of smart specialization along with hybrid & online teaching practices.
- Setting up 7 SMART Innovation Centers at HEIs and integrating them into the existing HEI structure.
- Facilitating sustainable cooperation between HEIs and the business sector through the SMART Knowledge Exchange Network.
- Encouraging student and staff work placements and (virtual) mobility.
Key project activities and project results:
- Comparative analysis of smart specialization efforts within the quintuple innovation helix framework in Albania, Bosnia and Herzegovina, Montenegro, and the EU
- developed a training program in selected areas of smart specialization, within which 300+ higher education teachers and other stakeholders will be trained,
- Technical and operational setup of SMART Innovation Centers at seven partner higher education institutions,
- trained staff (higher education teachers and students) for the management and further development of innovation centers and
- established SMART Knowledge Exchange Network in the field of smart and innovative solutions in the Western Balkans.

Projekti SMART trajton problemin e kapacitetit të ulët të inovacionit në fushën e specializimit inteligjent në Ballkanin Perëndimor, konkretisht në Shqipëri, Bosnje-Hercegovinë dhe Mal të Zi. Projekti është krijuar për të mbështetur sistematikisht universitetet partnere për të kapërcyer rolin e tyre si ofrues njohurish dhe për t’u bërë projektues aktivë të ekosistemit rajonal të inovacionit, ku palë të ndryshme të interesuara takohen sipas Modelit të Inovacionit “Quintuple Helix”: universitetet si ofrues njohurish, kompani, qeveri dhe organizata publike, shoqëria civile dhe organizatat mjedisore.
Projekti synon të zbusë hendekun ekzistues midis rezultateve të AL dhe kërkesave të tregut të punës përmes:
- Adresimit të sfidave të IAL-ve në fushën e specializimit të zgjuar dhe zhvillimit të kompetencave të inovacionit dhe sipërmarrjes me futjen e moduleve të reja të të mësuarit të zgjuar të lidhura me specializimin dhe qasjet inovative të mësimdhënies në kurrikulat e IAL-ve, duke përfshirë mësimdhënien online, mësimin ndërkurrikular dhe lëvizshmëri virtuale.
- Mbështetjes së zhvillimit profesional të stafit akademik të IAL-ve në fushën e zhvillimit të kompetencave të inovacionit dhe sipërmarrjes për kërkesat e specializimit inteligjent së bashku me praktikat e mësimdhënies hibride dhe online.
- Ngritjes së 7 Qendrave SMART Inovacioni në IAL dhe integrimi i tyre në strukturën ekzistuese të IAL-ve.
- Lehtësimit të bashkëpunimit të qëndrueshëm ndërmjet IAL-ve dhe sektorit të biznesit nëpërmjet Rrjetit të Shkëmbimit të Njohurive SMART.
- Inkurajimi i punësimit të studentëve dhe stafit dhe lëvizshmërisë (virtuale).
Aktivitetet kryesore të projektit dhe rezultatet e tij:
- Analizë krahasuese e përpjekjeve për specializim inteligjent brenda kornizës së heliksit të pesëfishtë të inovacionit në Shqipëri, Bosnjë dhe Hercegovinë, Mal të Zi dhe BE
- Zhvillimi i një programi trajnimi në fusha të zgjedhura të specializimit të zgjuar, brenda të cilit do të trajnohen mbi 300 pedagoge të arsimit të lartë dhe palë të tjera të interesuara,
- Ngritja teknike dhe operacionale e Qendrave të Inovacionit SMART në shtatë institucione partnere të arsimit të lartë,
- Trajnimi i stafit (pedagogë dhe studentë të arsimit të lartë) për menaxhimin dhe zhvillimin e mëtejshëm të qendrave të inovacionit, dhe
- Themelimi i Rrjetit të Shkëmbimit të Njohurive SMART në fushën e zgjidhjeve inteligjente dhe inovative në Ballkanin Perëndimor.
