Application Procedures
Applications for English-taught programs at “Ismail Qemali” University of Vlora may be submitted:
- In person at the Academic Secretariat of the respective Faculty from 1 September to 19 September 2026.
- Electronically by emailing apply@univlora.edu.al no later than 19 September 2026.
Applications must be completed using the application form provided in ANNEX 1 to this Decision.
Application fee and payment procedures
The non-refundable application fee of ALL 2,000 shall be paid:
- At any post office or commercial bank in Albania to the account of the University of Vlora "Ismail Qemali"; or
- By international bank transfer using the following details:

Publication of Preliminary Results
The preliminary list of successful applicants will be published on 24 September 2026 on the University's official website and on the University's notice boards, in accordance with the legislation on the protection of personal data.
Publication of Final Results
The final list of admitted candidates, identified by their Candidate ID, will be published on 27 September 2026 on the University's official website (www.univlora.edu.al) and on the University's notice boards, in accordance with the applicable legislation on personal data protection (Annex 3).
Enrollment
Successful applicants may enroll in only one study program for which they have been admitted. The enrollment period shall run from 27 September 2026 to 5 October 2026.
Conditional Enrollment
The enrollment of admitted candidates shall be provisional, pending the official recognition and validation of their educational qualifications by the Educational Services Centre (QSHA – Qendra e Shërbimeve Arsimore).

Final Provisions
Any matters not expressly regulated by this Decision shall be governed by the applicable legislation of the Republic of Albania and the internal regulations of the University of Vlora "Ismail Qemali".
Implementation
The Vice Rector for Academic Affairs, the Director of Third-Party Relations, the Deans, and the respective Academic Secretariats shall be responsible for the implementation of this Decision.
