Study programs offered in English at University “Ismail Qemali” of Vlora for the academic year 2026-2027

Application Procedures

Applications for English-language programs at “Ismail Qemali” University of Vlora may be submitted:

• In person at the Academic Secretariat of the respective Faculty from 1 September to 19 October 2026.
• Electronically by emailing apply@univlora.edu.al no later than 19 October 2026.

Applications must be completed using the application form provided in ANNEX 1 to this Decision.

Application Documents

Candidates holding a foreign qualification from the preceding cycle of studies who apply to study programs offered by “Ismail Qemali” University of Vlora shall submit the following documents (pursuant to Instruction No. 12, dated 30 June 2023, of the Ministry of Education, Chapter VI, point 6):

1. The application form in accordance with Annex No. 1.
2. A copy of the upper secondary education diploma/certificate or the diploma of the first or second cycle of studies (as applicable to the cycle of studies for which the candidate is applying).
3. The corresponding transcript of records.
4. A copy of the document issued by the Educational Services Centre (QSHA) certifying the recognition and equivalence of the diploma and transcript of records. Candidates who have not completed the recognition and equivalence procedure shall submit proof that they have applied to QSHA for the recognition and equivalence of their qualification.
5. A copy of the passport (valid for at least one additional year).
6. Two (2) passport-size photographs.
7. Proof of payment of the application fee (invoice or bank payment receipt), in accordance with the information published on the official UV webpage under Students → Services and Invoices.
8. Proof of language proficiency, pursuant to Article 5, point 3, of this Regulation:
   • Proof of proficiency in the Albanian language, only for study programs delivered in Albanian. This requirement shall not apply to international students who have completed a cycle/program of study taught in Albanian at a higher education institution in the Republic of Albania.
   • A recognized English-language proficiency certificate (TOEFL, IELTS, or equivalent), a previous diploma from a program taught in English, or any other evidence of language proficiency in accordance with the requirements of the relevant study program.
9. The applicant declaration in accordance with Annex No. 4.

Application fee and payment procedures

The non-refundable application fee of ALL 2,000 shall be paid:

• At any post office or commercial bank in Albania to the account of the University of Vlora "Ismail Qemali"; or
• By international bank transfer using the following details:

Publication of Preliminary Results

The preliminary list of successful applicants will be published on 24 October 2026 on the University's official website and on the University's notice boards, in accordance with the legislation on the protection of personal data.

Publication of Final Results

The final list of admitted candidates, identified by their Candidate ID, will be published on 27 October 2026 on the University's official website (www.univlora.edu.al) and on the University's notice boards, in accordance with the applicable legislation on personal data protection (Annex 3).

Invitation Letter for a Student Visa

Once the candidate has been declared successful and has received the Letter of Admission (or Letter of Conditional Admission), they are entitled to apply for a Student Visa in order to proceed with the subsequent procedures required to pursue their studies at “Ismail Qemali” University of Vlora.

The Invitation Letter for a Student Visa will be issued after the candidate submits the following to the International Relations Office:
1. Proof of paid accommodation for one academic year;
2. Proof of full payment of the tuition fee for the upcoming academic year.

Enrollment

Successful applicants may enroll in only one study program for which they have been admitted. The enrollment period shall run from 27 October 2026 to 5 November 2026.

Conditional Enrollment

The enrollment of admitted candidates shall be provisional, pending the official recognition and validation of their educational qualifications by the Educational Services Centre (QSHA - Qendra e Shërbimeve Arsimore).

Documents required for final enrollment

International applicants who have been admitted to a study programme at the University of Vlora “Ismail Qemali” must personally submit the required documents to the Teaching Secretariat of the respective Faculty in order to complete their final enrollment.

1. Two recent passport-size photographs;
2. Notarized copy of the passport;
3. Notarized copy of the official document issued by the Educational Services Center (QSHA) confirming the recognition/equivalence of the foreign upper secondary education diploma. Candidates who have not completed the recognition and equivalence procedure shall submit proof that they have applied to QSHA for the recognition and equivalence of their qualification.
4. Copy of the upper secondary education diploma and transcript of grades, duly apostilled/legalized, translated into Albanian and notarized;
5. Enrollment Declaration, duly completed and signed by the student at the University (Annex 4);
6. Proof of proficiency in the language of instruction, where applicable and in accordance with the requirements of the study programme;
7. Proof of payment invoice of the tuition fee for the upcoming academic year;
8. Student-University Agreement duly signed upon enrollment.

Important!

The above documents must be submitted in person by the admitted student to the Teaching Secretariat of the respective Faculty. Submission by email does not constitute final enrollment.

Final enrollment is completed only after the recognition/equivalence procedure of the foreign diploma has been successfully completed by QSHA.

Candidates who have been admitted but whose diploma recognition procedure is still pending may be registered conditionally / with reservation, in accordance with the applicable legislation and the regulations of the University of Vlora “Ismail Qemali”.

All documents issued in a foreign language must be submitted together with an official translation into Albanian, where required.

Final Provisions

Any matters not expressly regulated by this Decision shall be governed by the applicable legislation of the Republic of Albania and the internal regulations of the University of Vlora "Ismail Qemali".

Implementation

The Vice Rector for Academic Affairs, the Director of Third-Party Relations, the Deans, and the respective Academic Secretariats shall be responsible for the implementation of this Decision.
