1. How can I apply to Ismail Qemali University of Vlora?
Applications for English-language study programs at Ismail Qemali University of Vlora may be submitted through one of the following methods:
- In person: at the Student Affairs Office (Academic Secretariat) of the relevant Faculty between 1 and 19 September 2026.
- By email: send your completed application to apply@univlora.edu.al no later than 19 September 2026, using the official Application Form provided in Annex 1 of the Rector's Decision No. 65, dated 20 July 2026.

2. When is the application period?
The application process follows the timeline below:

3. What documents are required for the application?
The complete list of required documents is available in the International Students Registration document and in Section F - Required Documents (to be attached) of Annex 1 to the Rector's Decision No. 65, dated 20 July 2026.
Applicants are generally required to submit:
- A valid passport or national identity card
- Secondary school diploma and academic transcript
- Proof of English language proficiency (if applicable)
- Two (2) passport-sized photographs
- Certificate of diploma recognition/equivalency (for foreign qualifications, where applicable)
- Supporting documentation (if applying under a special admission category)
- Motivation letter (optional, but strongly recommended)
- Proof of payment of the application fee (ALL 2,000)
4. How should I submit my application documents?
Applicants must attach clear scanned copies of all required documents listed in Section F - Required Documents (to be attached) of the official Application Form.
Applications for English-taught programmes may be submitted:
- In person at the Student Affairs Office (Academic Secretariat) of the relevant Faculty between 1 and 19 September 2026; or
- By email to apply@univlora.edu.al no later than 19 September 2026, using the official Application Form provided in Annex 1 of the Rector's Decision No. 65, dated 20 July 2026.
5. Is there an application fee?
YES. The application fee is ALL 2,000 and may be paid:
- At any post office or commercial bank in Albania to the account of Ismail Qemali University of Vlora; or
- By international bank transfer using the following bank details:

6. What is the tuition fee for Bachelor's programmes?
The annual tuition fee for all Bachelor and Master's degree programs offered in English is:
EUR 1,500 per 2026-2027 academic year.
7. How can I obtain information about student accommodation?
Information regarding student accommodation is available by contacting the University's Student Services Office through:

Applicants are encouraged to contact the University as early as possible, as accommodation is subject to availability.
8. Where and when are the admission results published?
The admission process follows the schedule below:
- 24 September 2026 – The preliminary list of admitted applicants will be published on the University's official website and on the University's notice boards, in accordance with personal data protection legislation.
- 27 September 2026 – The final list of admitted applicants, identified by their applicant ID number, will be published on the University's official website (univlora.edu.al) and on the University's premises.
- 27 September – 5 October 2026 – Successful applicants must complete their enrolment during this period. Each applicant may enrol in only one study programme for which they have been admitted.
Please note that enrolment is provisional until the Educational Services Centre (QSHA) officially recognizes the applicant's previous educational qualifications.

9. Is proof of English language proficiency required (IELTS, TOEFL, etc.)?
YES. Applicants to English-language study programs must provide proof of English language proficiency through an internationally recognized certificate, such as:
- IELTS
- TOEFL
- Cambridge English Qualifications
- Other internationally recognised English language certificates accepted by the University
10. Does the University offer scholarships or tuition fee reductions for international students?
NO. Currently, Ismail Qemali University of Vlora does not offer scholarships or tuition fee reductions for international students.
11. Can the University issue a Conditional Letter of Acceptance before tuition fees are paid?
YES. The University may issue a Conditional Letter of Acceptance before the tuition fee has been paid. The first instalment of the tuition fee must be paid by December, in accordance with the University's enrolment procedures.
12. Must my application documents be translated into Albanian?
YES. All documents required for enrolment and for the recognition of foreign qualifications by the Educational Services Centre (QSHA) must be officially translated into Albanian, as Albanian is the official language of administrative procedures in the Republic of Albania.
Applicants are advised to prepare certified translations before arriving in Albania to avoid delays during the enrolment process.
13. Does the University assist with student visa procedures?
YES. The University provides administrative support and the necessary institutional documentation throughout the application and admission process.
However, the issuance of a student visa is the sole responsibility of the competent immigration authorities. Therefore, the University cannot guarantee visa approval.
14. Does the University provide health insurance?
NO. The University does not provide health insurance for international students.
However, Emergency Medical Services in the Republic of Albania are available to everyone in accordance with national legislation. International students are strongly encouraged to obtain comprehensive health insurance before travelling to Albania.
15. Can I transfer from another university?
YES. Transfer applications are accepted and assessed in accordance with the University's academic regulations, program-specific admission requirements, and the recognition of previously completed studies.
Applicants interested in transferring should contact the relevant Faculty for detailed information regarding eligibility and credit recognition.
16. If I do not yet meet the required English language proficiency level, can I enroll in an English Foundation Year?
YES. Applicants who have not yet achieved the required level of English language proficiency may enrol in an English Foundation Year before beginning their Bachelor's degree studies.
The Foundation Year is designed to help students develop the language skills necessary for successful participation in English-taught academic programs.
17. Does the University offer an Albanian Language Foundation Year?
YES. International students who need to improve their knowledge of the Albanian language may enrol in an Albanian Language Foundation Year before commencing their degree studies, where applicable.
This preparatory program is intended to equip students with the linguistic skills required for academic and everyday communication in Albania.
18. What are the requirements for the recognition of foreign qualifications by the Educational Services Centre (QSHA)?
The recognition of foreign educational qualifications is carried out by the Educational Services Centre (QSHA) in accordance with the legislation of the Republic of Albania.
Applicants are responsible for completing the recognition procedure after admission to the University.
