[:sq]Sektori i Shërbimeve të Librit (shtypshkronjë dhe e/book) është i ri, veçse strukturuar nga bazën e dy bibliotekave ekzistuese. Ky sektor u krijua në janar të vitit 2017 dhe, sipas organigramës së vitit 2017, fillimisht kishte vartësi hierakike të linjës nga Dega Mësimore e Universitetit “Ismail Qemali”, Vlorë”, ndërsa aktualisht ka vartësi nga Rektorati. Në përbërje të Sektorit të Shërbimeve të Librit janë dy bibliotekat: një qendrore në godinën A, Biblioteka e Rektoratit dhe një lokale në godinën B. Dy bibliotekat e Universitetit (UV), sipas strukturës së re, miratuar me Vendimin Nr. 10, datë 27. 01. 2017 të Senatit Akademik të Universitetit “Ismail Qemali”, Vlorë “Për miratimin e strukturës organizative dhe organigramës së Universitetit “Ismail Qemali”, Vlorë” janë në përbërje të Sektorit të Shërbimeve të Librit (shtypshkonjë dhe e/book), i cili është një sektor i ri që funksionon si njësi ndihmësakademike me karakter administrativ në këtë institucion.
Biblioteka e Universitetit (BUV) është relativisht e re, moshatare me universitetin, themeluar në 10 tetor 1994, me vendim të Këshillit të Ministrave nr.105, dt. 28. 02. 1944, i cili qysh me çeljen e tij u klasifikua si një universitet publik me emërtimin “Universiteti Teknologjik i Vlorës”, mbajtur deri në vitin 2007, vit kur u riemërtua zyrtarisht “Universiteti “Ismail Qemali”, Vlorë” (UV), emërtim që vijon ta mbajë. Me hapjen e UV, filluan përpjekjet për krijimin e bibliotekës dhe në mes të nëntorit 1994 prezantohet me profilin e vet edhe BUV para 203 përdoruesve (162 studentë, 10 pedagogë të brendshëm dhe 31 të jashtëm). BUV, më 28 Nëntor 2005 mori emrin “Nermin Vlora Falaschi”, në nderim të humanistes dhe shkrimtares së diasporës, mbesës e themeluesit të shtetit të parë shqiptar, Ismail Qemal Vlora, e cila ka dhënë ndihmesë të dukshme për këtë Institucion të Arsimit të Lartë (IAL) në Vlorë. BUV është e vendosur në një pjesë të pasurive të paluajtshme të UV, tek Godina A, Rektorati, Kati II, mbi Auditoriumin “Rilindja”. Kjo është Biblioteka Qendrore, Nr. 1 dhe zë një sipërfaqe prej 250 m², me një kapacitet prej 70 vendesh. Në godinën B ndodhet Biblioteka Nr. 2, më e vogël, me një sipërfaqe prej 60 m² dhe kapacitet 30 vende. Ka sipërfaqe të mjaftueshme studimi dhe mjedise për përdorimin e mjeteve të reja elektronike informative.
E themeluar në vitin 1994, BUV është institucioni kryesor arkivor i librit për UV dhe i vetmi bibliografik në këtë IAL. Ndër shërbimet e ofruara të Bibilotekës, Huazimi i librave/ tekseve është puna e përditshme e stafit të BUV. Politikat e BUV, si institucion kulturor që siguron informacion shërbim të kulturuar për studentët dhe pedagogët, kanë të bëjnë me tërësinë e detyrave që rrjedhin nga urdhërat, vendimet sipas vartësisë vertikale të linjës, mbi bazën e dy dokumenteve kryesore të UV, Statutit dhe Rregullores, të cilat janë ndryshuar dhe përmirësuar vazhdimisht, por janë në përputhje të plotë me Ligjin nr. 9741, datë 21.05.2007 “Për arsimin e lartë në Republikën e Shqipërisë”. Në rrafshin profesional, politikat e BUV orientohen nga manuale të përgatitura nga IFLA (International Federation of Library Associations), manifesti i IFLA/ UNESCO-s të vitit 1999, ku, sipas tij, edhe BUV mund e duhet të klasifikohet në cilësimin si institucione që sigurojnë informacion dhe ide të nevojshme për zhvillimin me sukses të shoqërisë së sotme të informacionit. BUV i edukon studentët me aftësi të të mësuarit gjatë gjithë jetës, zhvillon imagjinatën e tyre dhe ndihmon që ata të edukohen dhe të jetojnë si qytetarë të ndërgjegjshëm. Në kuadër të politikave të zhvillimit dhe mirëfunksionimit të Sektorit të Librit në shërbim të studentëve dhe pedagogëve, një bazë e strategjisë së UV është Biblioteka Online. Në buxhetin e vitit 2017 është parashikuar Biblioteka digjitale, prurje që ka të bëjë me vizionin e Universitetit (ka një draft strategjie Smart University), dobia e të cilit është ulja e kostos në shërbim ndaj përdoruesve (studentëve e pedagogëve), fitimi i kohës, ulja e burokracisë, sepse shërbimi elektronik dhe biblioteka online i ofron këto mundësi që studenti të sigurojë informacionin e duhur në kohë optimale.[:en]Library History
The Book Services sector (printing and e / book) is new, but already structured from the base of two existing libraries. This sector was created in January 2017 and, according to the 2017 organizational chart, initially had hierarchical subordinates from the Teaching Branch of University of Vlora “Ismail Qemali”, and is currently subordinate to the Rectorate. The Library Services Sector comprises two libraries: one central in Building A, the Rectorate Library and one local in Building B. The two University (UV) libraries, according to the new structure, approved by Decision no. 10, dated 27.01.2017 of the Academic Senate of University of Vlora “Ismail Qemali”, “On the approval of the organizational structure and organizational chart of University of Vlora “Ismail Qemali” are part of the Book Services Sector (press and e/book), which is a new sector that functions as an academic support unit of administrative character in this institution.
The University Library (UVL) is a relatively new, established when the University opened its doors on October 10, 1994, by Council of Ministers Decision No. 105, dt. 28. 02. 1944, which since its inception was classified as a public university under the name “Technological University of Vlora”, held until 2007, the year when it was officially renamed University of Vlora “Ismail Qemali” (UV), the label that it still holds. With the opening of UV, efforts to create the library began, and in mid-November 1994, UVL was introduced to its 203 users (162 students, 10 internal and 31 external lecturers). UVL, on November 28, 2005 was named “Nermin Vlora Falaschi”, in honor of the humanist and diaspora writer, granddaughter of the founder of the first Albanian state, Ismail Qemal Vlora, who has made a significant contribution to this Higher Education Institution. (HEI) in Vlora. UVL is located in a portion of UV real estate, at Building A, Rectorate, 2nd Floor, above the Renaissance Auditorium. This is the Central Library, nr. 1 and occupies an area of 250 m², with a capacity of 70 seats. Library nr. 2 is located at Building B., it is smaller, with an area of 60 m² and a capacity of 30 seats. There are sufficient study areas and facilities for the use of new electronic information tools.
Founded in 1994, BUL is the leading archival institution of the UV book and the only bibliographic in this HEI. Among the services offered by the Library, Book / Text Lending is the daily work of UVL staff. UVL’s policies, as a cultural institution providing cultured information service to students and lecturers, relate to the totality of tasks arising from orders, decisions subject to vertical line dependence, based on two key UV documents, the Statute and Regulation, which have been continuously amended but in full compliance with Law no. 9741, dated 21.05.2007 “On Higher Education in the Republic of Albania”. On a professional level, UVL policies are guided by manuals prepared by IFLA (International Federation of Library Associations), the 1999 IFLA / UNESCO manifesto, in which, according to him, UVL may also have to be classified as institutions that provide the information and ideas needed to successfully develop today’s information society. UVL educates students with lifelong learning skills, develops their imagination and helps them to educate and live as conscious citizens.
In the context of the development and well-functioning policies of the Book Sector in the service of students and lecturers, a foundation of the UV strategy is the Online Library. The 2017 budget envisages a Digital Library with a vision of the University (has a draft on Smart University Strategy), whose usefulness is to reduce the cost of service to users (students and teachers), gain time, reducing bureaucracy, because the online service and online library offers these opportunities for the student to provide the right information at the optimal time.[:]
